To achieve this look, one would have to lighten their hair to a level 9 or 10....a super pale blonde. If you're hair is colored dark to start with it might not be worth risking the damage, and it couldn't hurt to hae a professional help. Then it was either toned with a violet toner very briefly or she mixed water with violet semi-permanent color. I believe Manic Panic has a lavender like color also.
Well of course it is now, because like Alicia said-- they used a violet toner or Semi-Permanent color. I'm on my way to achieving this hair color, with pale blonde or a yellowy, and sectioning of hair before bleaching, and being extremely careful. It's much better with virgin hair, because there isn't the brassiness that you have to work on removing from the original strand. Most people don't have the resilience within their hair structures to withstand such a treatment if the hair isn't virgin hair. (Considering that I've fallen asleep with bleach in my hair, and my hair was still there when I realized) Which means, if you've already dyed it and you don't want to risk over processing-- you're better off growing it out, and fully removing the old hair by frequent trimming as it grows.
